OS won't boot

I had a power cut the other day which forced my computer to turn off and on several times with which something seems to have gone wrong seeing as I get stuck on a screen that's black and have a mouse cursor in the middle, at this point I would like to point out that until I remove my graphics card and optical drive I don't get the F2,F5, F12 options Anywho I ran the diagnostic test and everything came back clean, no issues however it says I need to reseat the hard drive, I have done this bit there is no issue with it, I believe there is a corrupted file that's preventing my computer from starting. When I purchased my Alienware x51 I was told that I would get a windows 7 home premium 64 bit boot disc I didn't actually get this in the packaging, and now I am stuck with an expensive paperweight
