You need to find a local vendor that sells the monitor and supports it.

While there are ways to import a monitor yourself (you need to buy other than direct from Dell, which does not ship internationally), doing so is a big risk -- monitors are easily damaged in shipment and by importing yourself, the monitor will have no local warranty, which could mean shipping it back to the country of origin yourself.  Unless you're willing to risk that, buy locally or find a different model that is available locally.

Also bear in mind that when they fail, monitors are not repaired -- they are replaced.  If you import a monitor yourself, be prepared to write off the purchase cost as it will not be recoverable.
