@FabDell - Sorry, there aren't any newer supported CPUs for this model. There are more than 1000 Inspiron 3650 configs listed on userbenchmark, and I didn't see a single one configured with anything higher than a 6th Gen Intel CPU.
There are ways to try to install Win 11 on a PC with an unsupported CPU, so google for them. They may or not work with your PC. If you attempt this, be sure to image your boot drive first and save the image on an external USB drive. That way you can re-image the boot drive back to Win 10 quickly.
Then do a clean install of Win 11, not an upgrade, trying some of the hacks mentioned on the web for installing it with an unsupported CPU.
Dell doesn't support Win 11 on this PC model, so unless Win 11 is able to install all required drivers, some of your hardware may not work.
Win 10 will be supported until Oct'2025, so you still have ~1.75 years to use Win 10, and by then you might want a new PC...
