Does anyone know what's the underlying mechanism behind decreasing maximum processor state in Windows? and how it differs from basically disabling Turbo Boost. I am getting about 30 C degrees less on my cores when disabling turbo boost or reducing the maximum processor state to 99%. Therefore, I am wondering which one I should go with? and which one is a safer option?
