What exactly is the normal load temperatures for the i7-9700?

After some heavy gaming, the temperature was in the 90s with some cores hitting 100 celsius. 
I reduced the maximum processor state down to 85% and now the hottest it gets is mid 80s. 
Idle temps seem to be OK, fluctuating between high 20s and high 30s.

Are these temperatures safe? Should I reduce the maximum processor state further?
