Dell Inspiron 3670 desktop.

Problem statement:

A Dell "recommended" driver update - Intel HD Graphics Driver (version 23.20.16.5017, A02) - repeatedly fails to install.  This is true regardless of whether I use Dell's SupportAssist utility or Dell's Support for Inspiron 3670 website <ADMIN NOTE: Broken link has been removed from this post by Dell>.  In the latter case, (1) the downloaded executable file is named Intel-HD-Graphics-Driver_6H3H5_WIN_23.20.16.5017_A02.EXE and (2) I receive an error message that says in part "The driver being installed is not validated for this computer.  Please obtain the appropriate driver from the computer manufacturer."
