Latitude 3400/WD19 Dock

Our company has issued us Latitude 3400 laptops running Windows 10 Pro and a WD19 130w docking station attached.

Whenever headphones are connected to the 3.5mm jack in the front of the docking stations, audio still continues to play through the laptop speakers. Plugging headphones directly into the laptop's 3.5mm jack doesn't work either - audio still continue to play through the laptop speakers.

I've updated the Realtek driver with the most recent version (Realtek-USB-Audio-Driver_08CKK_WIN_6.3.9600.2215_A15_02) and still nothing.

I can't find any articles or simillar discussions so I'm wondering if anyone else has experienced this issue and how (if at all) it was resolved?

Go to Control Panel > Sound.  Make sure your Control Panel view is NOT in Category View so you can see that Sound option.  When the dock is connected but nothing is plugged into its audio jack, you should see a Realtek USB audio device in the Playback tab, and the USB audio device should show a status of "Not plugged in" -- which means nothing is connected to that jack.  When you plug headphones into the jack, that should change.  At that point, if you want the dock audio to be your default playback device when it's available and something is plugged into it, right-click the USB audio device and click "Set as default playback device".  At that point you may still need to close and relaunch any application that generates audio for the change to take effect, but then you should be good.

If the USB audio device continues to show "Not plugged in" even when something is plugged in, then it may be something about the specific headphones you're using -- which might explain why you see this behavior even when they're plugged into the system itself.  Have you tried a different model of headphones, or speakers?
