Update, I just tried a 560TI card with 2 power plug-in's.  It also had the 6 beeps.  

So the only difference I can think of is

660 has 1 plug, and both cards I tried have 2 plug-ins.  

Ideas?  This should be more than able to handle a 560 card at the least.

So how do I get this installed?  I tried the bottom PCIe, plugs 15 and 17,

Update the 660 card I got with the Aurora is in the top slot next to the CPU.  I was told it should be in the bottom.  Is there a chance I might have a bad motherboard PCIe slot?

ok, I think this is the last update issue wise.  I have been told that the bottom PCIe slot is the master one for the R4 motherboard.  When the PC came the 660 was in the top slot.  Moving it to the bottom and it worked with one issue.  Only ONE monitor works now, not both.  Moving it back to the top slot both monitors work.  

There should be enough info in these posts for Dell to trouble shoot this issue and allow me to replace the 660 with my GTX670 card.

I believe there is a power issue with the bottom slot and is why the 570 and 560 cards don't work.

Worked perfectly, I have the 670 in the top slot with no issues.

Would you recommend

A. Dropping it to the bottom PCIe slot?

B. Re-enable Secure boot now that it works?

C. Enjoy and do nothing?

Any idea what the O/C profiles do?  Also I was supposed to get an O/C'd PC, it still says 3.6 on the 3820 CPU.
