if it isn't an overheating cpu, try the power dissipation  / power drain reset:

• unplug pc
• press & hold top power button down for 60 seconds
• let machine rest 5 minutes
• plug in - power up - see if fan settles down

1st check your cpu temps. 28c-40c might be normal at idle, 80-100c would be overheating. Your fan might be full blast because it might be trying to keep the cpu cool.

hwmonitor is one program to get cpu temps, I use intel extreme tuning utility for cpu temps

so it's been normal for a while, then just out of the blue the fan went hay-wire, running full-blast?

you could buy a new fan, but I suspect it too will run full-blast on install. I'm wondering what the underlying problem is that is making your fan run faster than it should all of a sudden.

what is your cpu idle temp, in CmndCntr what is your system fan rpm at idle, can you reinstall/'repair' CmndCntr' & see if it helps the fan settle down.

it isn't quiet but isn't loud either. check some recent fan reviews 1st. I wonder if you need a new fan or find out why yours is running so fast for no apparent reason.

you'd need a 4-wire 4pin pwm fan. yours now should be 38mm wide x 120mm. 38mils can get expensive and are loud & tend to be high-power (over 1amp), perhaps a 32mm or 25mm fan will be quieter & less power ( < 1amp)

The temps are fine, not over heating at all.. And I've tried unplugging it and holding the power a few times and just did again and its still super loud

Here's a 15-minute vid, you only need to listen to about the 1st 5-10 seconds. Loud as a hair-dryer.

It isn't the fans fault it's racing so high, & a new fan won't help this guy's system, it needs a software or hardware repair that causes the fan to rev so high. You said yours is like a jet.

to fix this guy's fan in the video, in a world where his cpu cooler & cpu temps are ok, I would tell him to try a power drain (hold top pwr button down 1-minute etc), uninstall/reinstall CmndCntr a few times, try a jumper reset, try to run 32-bit diagnostics to check the mio board &/or replace the mio board as the typical issues to be explored. a loud fan is like a CmndCntr issue; if you uninstall CmndCntr, it is 'no longer a Cmnd Cntr software issue' it might be a hardware issue like the mio board itself

If my.mio board was dead wouldn't the lights and everything not work as well ? The lights all work  and what not

I didn't say or mean to imply your mio was 'dead'. I said I outlined steps to do a jumper reset & run 32bit diag inside of a thread called 'mio dead'.

I posted a video of a system who's fan was spazzing out. If the fan went to max, it might suggest the cpu was overheating, so step one is check cpu temps. Of ok, then it might be a software issue, so we'd reinstall CmndCntr perhaps, we might try the power dissipation drain etc.

In that video, if the cpu isn't overheating &/or the pump didn't fail, it is abnormal for the fan to be at full blast. The mio board controls cpu/radiator 'system' fan speed, ok? if the fan is at max, you need to correct it. It isn't as simple as buying a new fan, for the chance exists you install the new fan, it too goes to max.
