BIOS settings VS. USB driver

I have a 4400 and ordered it with the Belkin USB 2.0 card, well they were on back order and had to ship at a later date.  I went ahead and installed the PCI card my self along with the install CD and everything went smoothly.  Well I have noticed recently that my USB keyboard, connect to same USB card does not come on until windows is completely booted up.  I can not press F8 to view system settings or change bios setting or anything during boot up.  Is this normal or should I plug the keyboard/mouse into the factory USB 1.1 slots on the back instead of the 2.0's?  Will it make a difference.  Thanks in advance for the help.

    Consider yourself lucky that the USB 2.0 card appears to be working.  Dell sent me a PCI card that I installed and it would not work.  When questioning Dell support, they informed me that WIN ME would not support 2.0.  After complaining to Dell Spare Parts, they sent me a Belkin (?) PCI card with CD that I installed and it works fine. I reported the situation to Dell Tech Support. 

    You really need to be careful about how much faith you put in Dell's answers.
