Before you do anything drastic. restart the computer and tap the F2 key when the Dell bios screen first appears.  When the bios setup page shows up, use the arrow keys to go down to CPU Information.  Use the Enter key to select this item and see what it says for CPU Speed.  It should be "Normal".  If it says "Compatible" follow the instructions on the screen to change it to Normal, and exit saving your changes.

This item is Normal by default, but some D2400's occasionally change this entry during normal operation for unknown reasons.

i highly recomend that you not use AOL. I have log from norton that my pc was attempted be hacked by an aol server. Do you have a router, or is the pc directly connected to the modem? Cuz if you have a bad router, the pc will attempt to send messages out to the router, and if it not receive any, can delay the pc by alot. i.e. my 2400, boots under a min. with my old bad router, sometimes it booted in 10. Google Ad-ware SE and download the personal version and let it scan your pc for adware.
