No thats not the proper power supply.
Dell WU133 - 305W Power Supply for Dimension
E310 E510 E520 E521 Optiplex 755, 760, 780, 960
You need a 24 pin EPS12v power supply with AT LEAST 150W on
the 3.3v/5v rails. It doesnt have to be from dell but the 5vsb and 3.3v/5v rails cannot be ignored. Power supplies are more than just the 12v rails and a single spec of watts.

This Spec is why an EVGA NEX 750 B1 G1 works fine but a B2 BQ G2 does not.

Thanks very much Chris. Maybe you can answer this also. My system runs Ubuntu Linux only. Is there a way to run the Dell diagnostics or would I still need something like WINE to do this?

Thanks Chris, worked great. All tests passed so I guess the problem I have when I try to restart after a shutdown is more than likely the PSU.

We never sold the OptiPlex 780 MT with a 500w PSU (power supply unit) ? The following are the Dell OEM 305w PSU validated for the OptiPlex 780 MT =
