Try removing it in Safe Mode (boot, press f8).

Or, try reinstalling and then removing it.

Sometimes, the program (or a file from it) is running in the background.  You need to hit Ctl+Alt+Delete and look under Task Manager -> Processes tab. See if it is running here and end the process. Usually this will work as well b/c it has for me several times.

What's the program?  What happens when you try to uninstall it from "Add/Remove Programs"?  Do you get an error message?

I got these steps from Creative's website... hopefully they'll help:

This procedure should only be taken if the normal software uninstallation routine (Add/Remove Programs wizard in Control Panel) fails to uninstall the jukebox drivers and application.

It is recommended that you back up your system registry and create a system restore point if you are using Windows XP before manually uninstalling any applications or drivers. For more information about creating a Restore Point or backing up system registry, please refer to Windows' online Help and Support.

    1. Detach your MP3 player from your system.
    2. Click on Start, then Control Panel. Double click on Add and Remove Programs wizard, and click on the programs such as Playcenter or Creative MediaSource that you wish to uninstall from your system.
    3. Open Windows Explorer, then click on View, and select Options or Folder Options. Check the box next to "Show all files" option if it is not checked.
    4. Find and delete the following files:

      C:\Program Files\Creative\Jukebox Driver
      C:\Program Files\Creative\ShareDLL\ctnmjb.dll
      C:\Program Files\Creative\ShareDLL\ctnmjb2.dll
      C:\Program Files\Creative\ShareDLL\ServProd
      C:\Program Files\Creative\ShareDLL\ServProd\CTJBProg.dll
      C:\WINDOWS\System32\CtDrvIns.exe
      C:\WINDOWS\System32\CtMp3Lib.dll
      C:\WINDOWS\System32\CtNmBnd.exe
      C:\WINDOWS\System32\CtNmBRes.dll
      C:\WINDOWS\System32\CTWMATag.dll

Restart the computer once all the files listed above are deleted. Your MP3 player is now completely uninstalled from your system
