Can you give us a bit more info? Is this an LCD or a CRT monitor? I hope you're talking about CRT. There are a lot of things that will cause the image to jitter on CRT's - the most common cause is putting unshielded audio speakers close to the monitor (the magnets in the speaker will "pull" the image back & forth). You could also have power fluctuations that can do that (computer plugged into the same circuit as a large motor). Sometimes, interlaced video will look "shaky" although most of the time it is described as a "flicker" - same with slow video refresh.
