Windows XP is NOT RESPONDING (Freezing?) HELP!!

I have a dimension 4400 Pentium 4 1.6 gigahertz and 256 megs of RAM. Anyway, here is my problem. When I am browsing my Harddrive and clicking on folders, somtimes (quite oten) I will open a folder and it never fully opens and after sitting there for about 30 seconds then it will say not responding and I will have to hit CTRL-ALT-DEL and then end the task of opening the folder. I hope I am explaing this clearly.

Anyway, I have disabled all the programs that start at bootup and then run in the background. I have defraged my harddrive and I've run scandisk thinking there may be some disk errors. I really don't know what to do short of calling tech support. If anyone has any suggestions, I welcome them.
