Here is what I have already done
1. Charged the bluetooth headset through USB and switched it ON
2. Opened the USB devices and clicked on 'Add'
3. At this point, machine should discover headset, but it does not. It has discovered other bluetooth devices. like cell phone.
4. There is no way to make headset to be "discovered"
This is a silly problem and because of this I am not able to use provided Bluetooth wireless headset. Was this headset provided by Dell only because it is a piece of useless hardware?

Have you tried the following troubleshooting guide:
http://support.dell.com/support/topics/global.aspx/support/dsn/en/tree?c=us&cs=19&dl=false&l=en&s=dhs&treeid=282E1C00BD0E616CE040A68F5B284591&doclang=en
I've not heard of others having issues, so it's possibly just a configuration problem.

This is the 1525 Vista drivers page.
Click the + sign next to Network for the Bluetooth drivers. Sorry but I can't help further with your particular problem.
