Laptop keyboard

I have an Inspiron 1764 with Windows 7 Home premium system.

This has the 'ease of access' feature included. I find that my keyboard is locked everytime I boot up the computer and have to enter ease of access menu and untick the "If I press keys repeatedly, ignore extra presses" option (and click apply). This will then unlock the keyboard until the next boot up. Can anyone suggest a solution to this so that I do not have to go through this procedure on each bootup?
