Joel,
PLEASE READ AND ANSWER THE QUESTIONS THAT I ASKED, BELOW.
Did you recently install/reinstall the operating system? If yes, did you install the drivers in the correct order? How to Download and Install Drivers in the Correct Order
Try reading...
Troubleshooting the Dell Webcam and Dell Webcam Central Software
Also try running Webcam Diagnostics helps to tell if the webcam is attached or not. If you don't have the symptom tree, then go to Dell PC Diagnostics click on symptom, then webcam.
Did the webcam show in the symptom tree?
Any error messages?
Is the computer under warranty?

Hi jmstroup21,
Please check if the 'Integrated Webcam' is available under other devices in 'Device Manager'. If it is available, try updating the latest webcam driver from the following link;
http://dell.to/VHGcRo
The driver is compatible only with Windows Vista.
If the 'Integrated Webcam' is not available in 'Device Manager', you may try the following steps;
Restart the system and keep tapping 'F2' key as soon as you see the 'Dell splash screen'. This will take you to the BIOS screen from where we have to select the option 'Reset/Load Defaults'. Once done, restart the system and go back to device manager. Under 'Universal Serial Bus Controllers', locate 'USB Root Hub' and uninstall them by right clicking. Now restart the system and check if the Webcam is available and working.
I hope this helps.
Please let me know in case of any queries
Thanks and regards
