plugged in not charging

My laptop Ins 1525 is 15 mnts old, yesterday i found the battery level 6% but day b4 it was fully charged.I put to charging ,from 6% it got charged to 9% with discontinuity.and icon displayed plugged in not charging.I tried all resetting battery,shutdown powerin,but no sucess.checked the setup battery level 9% and adaptor 45 W.Tried to update bios faied to insatall as min 10 % battery charge is req.

pls help me out of this problem

    In order, try a new adapter, a new battery and if neither solves the problem, then the mainboard needs repair or replacement.

    thks for the reply,but i have a doubt .I checked the Battery status in setup its healthy so the battery is in good state and bios detects the adaptor (45W).

    and battery gets charged from 6% to 9% that means IC circuit is OK but fails to charge furthur.what can be the reason is it a Bios prob??? with vista??? i dnt know.........

    If the battery will charge outside of Windows (i.e., powered off), then it could be a Windows problem.  If it won't, it's a hardware problem.
