I have trouble with understanding what the other USB-C sockets are for? My PC is connected to the data+video USB-C socket, but only the USB-A sockets work for connecting external devices?
That sounds about right. According to the ports descriptions on the U4323QE sale page, all USB-C port #7, #9, #10, #11 are upstream ports. Except for one quick access USB-C downstream port #15 you can test, other downstream ports for usages are USB-A. See picture below for numbering indication.
