The UP3216Q does use LED edge light system PWM. You need to research the specifications for monitors. If you see in the sales technical specifications or the User's Guide, LED edge light system, LED light bar system, or edgelight system, it does use PWM dimming. Here is a link to the TFT Central Flicker Free Monitor Database.
So the fact that a monitor uses edge LED light system or LED light bar system does not imply it uses PWM for dimming. Am I right? Either that or there is something wrong with DELL's specifications.
