ISSUE:

I was unable to boot a new Optiplex 7060 Windows 10 PC after adding 8Gb of RAM. It was displaying an blinking orange LED, 1 slow blink and two faster blinks together. 

SOLUTION:

Reseating the CMOS Battery.
