Hello,
I have a Dell Optiplex 3070 Micro that I bought some years back.
I never really got around what my computer is running at so I continued with my work.
Now after installing some graphic design suite, I noticed it opens and runs slower than my friend who's rocking an i7-7200U and the suite runs faster than mine (I have an i5 9500T that should run at 2.2Ghz)
Some points to note:
1. It's a refurbished unit so I don't have ownership of it and can't contact the seller (they disappeared)
2. I got to Dell OOW Support and they told me I have to pay (must) in order for that issue to be resolved.
3. I have a PSU that is 65W from HP and that's what came with it (idk if that's the throttle culprit or not)
Please let me know how to fix this.

Made by: Lite-OnMGJN9typically when one uses same watt HP adapter on Dell laptop there is a warning message from BIOS. use oem adapter is recommended.
my experience w Dell laptop locked at very slow base frequency is possible bios issue. ejn made a good point that when a "wrong" adapter is detected, bios kicks in the self protection mode to run cpu slow to protect power usage. thus try a genuine good adapter is good idea. you should also check the current bios screen to see if a wrong adapter error msg is shown there.
@redxps630 How can I check the BIOS screen?
@redxps630 I can't see any information on Power in System Information in BIOS
go inside bios event log to see if it lists non-genuine AC adapter is present.

@redxps630 but I still need a genuine power supply to restore CPU speeds right? Or the issue is something else?

So I'm making this as a final post to this thread,
I went back to BIOS and checked the event logs, cleared the Chassis Intrusion System Warning and rebooted,
Nothing popped on the logs again,
I got my eyes to POST behavior and got to AC Adapter Warning and turned it on,
The next boot was the AC Adapter warning popping up, giving me the root of problem.
Thanks to @ejn63 and @redxps630 for helping me troubleshoot this.
