Can i install windows 10 from dvd(disc) in my optiplex 3020 i7 4790?

I put my windows 10 disc into my dell optiplex 3020 cd rom and after booting up(AFTER press any key option) windows logo comes and then nothing happen and screen gone blank any suggestion??
