I have a R710 that I replaced a failed raid battery.
I cleared the EMS logs. I keep getting "The storage battery is operating normally" then "The storage battery has failed" then back to "The storage battery is operating normally".
I have put the battery on learning mode but it never starts.
State: Degraded
Learn state: Due
I will say that firmware updates have not been ran and are out of date. but before I run them I wanted to make sure I was not missing something.

Battery normal/battery failed I have seen in two instances and in both the battery was faulty, once replaced it worked fine. Both were warranty replacements with official Dell warranty stock.
Was the battery you replaced with a confirmed brand new unused part? Dell branded or third party/ebay compatible? Do you have an alternative test system you can put the battery in to see if the behaviour is the same?
If the battery is viable and can be seen by the controller then charging and learning after replacement is automatic and does not require any intervention.
If you have another system I would try the new battery on there to determine if it is the controller/battery cable on the first system that is faulty. You should be able to see immediately if it starts charging or not.
Update: having experienced this scenario last week for the first time (swap battery but shows dead on an R710 with a Perc 6/i) we determined that if the battery was replaced with the mains plugged in the change is not immediately seen and charging does not commence. The resolution was to run OpenManage Managed Node in Windows, go to the battery section (where battery showed Failed) and then start a Learn cycle. The learn cycle didn't start immediately (changed to due in 0 hours) and then started after 60 minutes and normal charging was resumed.
