R820 won't POST

I picked up an untested barebones R820 today. It is missing the CPU expansion board, SAS controller card, among other things. Put an E5-4650 in socket CPU1 and a stick of ram. When connected to power on either power supply (which both shine solid green) I hear a relay click, green LED near the NVRAM reset jumper comes on and a single fan spins at idle speed, fan 5. All of this happens the very moment I connect power. I cannot get it to exhibit any signs of life beyond that. The control panel LCD is totally dead, the power button does nothing. Disc drive won't eject, no power to peripherals or drives. I have attempted resetting the NVRAM, reseating the control panel connector, swapping the PSUs around, trying different ram sticks in different slots (10600R). This is a known good CPU. The CPU heatsink remains completely cold. None of the socket pins are bent. Am I doing something wrong? Is there something I'm missing? Any help would be appreciated.

    Hi,

    the bare minimum requirement to POST for R820:

    •One Power Supply

    •Control Panel

    •CPU 1 w/heat sink (for troubleshooting) Actual no post / no video requires 2 procs

    •1 DIMM in A1 (actual no post no video requires 2 DIMMs - A1 and B1

    •All risers
