Cannot Shutdown PC Precision 3620
OK here is my problem with my Precision 3620.
This is the only way I can turn on my PC after complete shutdown.
1. I have to unplug the power cable at the back of the cpu.
2. Wait a while then take out the CMOS battery.
3. Put the power cable back in - (this restarts the PC straight away without pressing the power ON button).
4. The pc will fan up and restart twice before the F1 option becomes available to set the time in BIOS.
5. Once the time is set I can Exit for the PC to restart to windows login screen.
So I have to leave my PC on 24-7 unless I'm going away for a few days in which case I have to pull the power cable out and go through the steps to get it back up and running.
Would it be the motherboard or PSU?
It's just a couple of months out of warranty.
Once it's up and running it works as should.

It sounds like it's the power switch or possibly the motherboard. Just to clarify, can you turn the system off by holding in the switch?
What it seems you are doing by disconnecting the battery and mains power is to activate the AC Recovery feature in BIOS (listed under Power Management) allowing the system to start again.
You could try running the diagnostics (F12 at start up) and see if it gives you any further pointers.
