Outlook 2003 issues

Sometimes my mail on some of the accounts or all of my mail accounts will stop receiving and just come back with those server timeout error  messages. When I exit out of Outlook and try to restart from the shortcut, it will not restart although sometimes I can restart from the program menu . If that does not work I can reboot  and open Outllook   from the shortcut and it starts receiving mail again . I have done the repair thing a couple of times but the problem seems to come back . Just wanting to know if anyone had and suggestions on how to fix this . Thanks in advance

I have Outlook 2003.  Whenever I get an ISP e-mail server timeout it's because the ISP e-mail server is down (or the log on server is down).  Sometimes when it's down I'll get the window to reinput my password.

I suspect if it won't start, after you exit the program, Outlook really hasn't shut down yet.  In those cases go to the Device Manager and in the Process Tab, stop the Outlook process.  You should then be able to start Outlook again without rebooting.
