Firstly, as usual, do check if all firmware of the server are up to date. 

Second, do you have a lower memory GPU to test the server's issue with? According to the user guide, T630 supports up to Gen3 PCIe card and 6GB of dedicated memory only. https://dell.to/3ShDfbO

Can you also swap the PSU to check if the fault follows the PSU or slot? Are you using Dell GPU power cable, DPN# DRXPD? 

I was able to get the server to power up. However for cooling I may need to install additional cooling fans to the gpu. Fans like Supermicro FAN-0065L4. Any idea how I can power these type of fans on Dell Poweredge T630?

Unfortunately, I don't have any information on how to install a third party fan into the server. I am unsure if there is any connector for the power. Probably best to wait for someone in the community to provide feedback if they have successfully installed fan in the server. 

I am trying to fit two Nvidia A16 GPUs into a Dell Poweredge T630 for proxmox. After installing them into the server, it power's on fine but the GPUs do not show up in "ispcie". Any idea why this might be happening?

Then you can check slot disablement on integrated devices in BIOS (Enables or disables the available PCIe slots on your system.) https://dell.to/3Z4IoYW

Slots were disabled in bios. It worked after enabling these slots.

Now I am seeing a new message during boot, "Power consumption exceess PSU capacity." 

My PSU is rated for 1600 Watts and iDRAC shows power consumption is around 400 watts.

Any idea what might be going on here?

I'll first note that Dell did not validate the Nvidia A16 GPU on the T630.

There was also an GPU Enablement Kit.

I cannot find that at the moment so you may need to contact Sales for availability and quote for purchase.

I can recommend to make sure system firmware is up to date: iDRAC, BIOS

Also please make sure Collect System Inventory is enabled.

Boot to F2 > iDRAC Settings > Lifecycle Controller > Collect System Inventory on Restart set to Enabled

So you may check your line voltage.

Do you have only one power supply?

You may consider adding another if you have only one.
