I have an INSP 4000 with W98.  I had trouble getting the ujda310 to work with my software.  It would start as a CD rom but the writing software could not find it.  I didn't know what was happening until I purchased a $4 Cosmi program to write CD's .  When I tried to use it I first noticed that the ASPI dll files were not working with this drive.  I searched for the ASPI drivers on google and found a person that had used the generic adaptec aspi dlls and built a utility to install them from dos.  I used it and it installed version 4.6 dlls from 1999 .

    The files it loaded were

    winaspi32.dll, winaspi.dll, apix.vxd, aspienum.vxd

There was a text file and an html from the writer that listed a linki to a utility for viewing the current aspi layer file version.

When I loaded these files my drive worked with all the software.  WIndows complained about file version problems until I was satisfied they fix worked then I told windows to ignore the file change.

Your problem from safe mode probably is different.  If you are trying to get the writer to work, I'm not sure you can.  If you are trying to get the cd drive to read cd's then you probably need to boot to a dos environment and let dos drivers load the drive.  I use ghost to backup and restore my xp systems so I'm not sure if you can load dos drivers for safe mode use.  I boot directly to pc dos from the cd rom and restore the entire partition.

The program I found that loaded the aspi layer was called

ForceASPI 1.7 the url to his site is http://Flexion.org

I found it from a google search on the term "aspi drivers for cdrw".
