DVD Drive D is not accessible - incorrect function

I have recieved this mnessage on my Dell XPS 210 running XP.  The DVD/Cd plays a cd but when trying to copy a file to a blank disk I get this message.  How can I get this to work?

    Your dvd-cd drive might be read only and cannot write to blank disks. Go to Hardware Device Manager and look at the dvd-cd drive and copy the model. Then Google the model to see. If there is no RW in the model name--DVD-RW or CD-RW or both-- it can only read disks.

    Uninstalling Roxio is the problem. You must have a dvd-cd writer program installed. Even Windows uses Roxio. You should consider reinstalling it or finding another program.

    Thanks, I use be able to write CD's or DVD's.  I copy things so very little that I don't recall how I got the problems resolved.  I know that from the very start of this computer, dragging files to the CD did not work correctly.  I later installed Roxio Drag to Disc and this seemed to work.  But have uninstalled all Roxio products as this was not working either.

    Now what?

    I have found a disk Roxio Creator & My DVD 9.0DE.  Is this the software that I need to install?
