About all I could find on this either said firmware or software problem. Since you have updated the firmware, double check that the drive is running in DMA mode and not PIO mode.
Then consider uninstalling / reinstalling Roxio. I read one thread (in Tech Support Guy Forum) recommending Roxio Zap for version 7 as well, I know it was used in the past for versions 5 & 6 for a "clean" uninstall, the thread was dated Aug 8th or 9th of 2005. Here is the link to the tool:

I need to take a step back and my apologies for not covering this first. The Toshiba is not a Dell installed drive, so I should have asked about the jumper settings right up front. Lets see if we can correct this. Go to Device Manager, select the CD/RW drive, click Uninstall, next select the DVD/RW and click Uninstall, now shutdown. Dell ships their systems using the Cable Select Jumper Feature, in a nut shell you set the small plastic jumper on the back of the drive over the two pins labeled CS, CSEL, (Cable Select) and location on the cable determines Master/Slave, End connection being Master drive. Double check the setting and use Cable Select, move the DVD/RW to the Top Bay, end connection; move the CD/RW to the Second Bay, middle connection. Next enter the BIOS and verify that the IDE channel is set to Auto and that both drives are on. Now start Windows and see if the drive works and is running in DMA mode.

Am happy to report that both drives are now in ultra DMA mode 2 after opening the "box" and swithching the drives. Both are correctly recognized in the BIOS and the hardware properties. Thanks for helping me get this straightened out. Will report later on DVD burning.
