Not just the DMV. Other companies that have rewards programs tied to your phone number. I had a private cell number for over 20 years with no calls from telemarketers. I gave number on the provision that it would not be sold or given away. Gave it to only 1 vendor and within 2 weeks getting telemarketing calls.
