Fyi, in general it's important to specify your specific system model. "Vostro 14 Series" applies to multiple series (3000 and 5000 Series) and multiple models within each series that have been introduced over the years. However, if you have the latest Vostro 5471, the system specs say that it has a USB-C port that supports DisplayPort and Power Delivery. In general, when the specs just say that the system supports Power Delivery, it means it can provide power to accessories according to the USB-PD standard, usually up to 7.5 or 15W. Systems that support receiving power via USB-PD typically include "charging" or "DC-In" in the details about their USB-C ports. So you probably can't charge that system over USB-C, although if you want to try, connect a USB-C port source that supports USB-PD and see if the system detects a power source. If you go into the BIOS Setup and look at the Battery Information section, it will show the detected wattage of any power source that's been attached. You won't damage the system by connecting a USB-C power source if the system doesn't support charging via USB-PD; worst case is that it simply won't work.

I've never heard of a power bank with enough wattage to charge a laptop that doesn't support USB Power Delivery. But I don't think it would damage the laptop because the system won't start charging via USB-C until it completes a USB Power Delivery negotiation, so if the source doesn't support it, then the system should simply ignore it.
Vostro 14 5481 with usb type-c (DP/PowerDelivery), I can charge my notebook through this port and if so, what do i need for this? special wire and power supply?
As a general rule I haven't checked in on this limitation (e.g. 65W over usb-c from non dell) since about 2018 model year/8th gen Intel on XPS 15.
Have you seen the wattage limit be higher (e.g 90/100/etc) since 2018 on non-dell USB-C Chargers for any other models or product lines (e.g. 9-12th gen intel, for example)
