I need to reset my password on my HDD
You will need to call Dell support with verification of ownership to have the password removed from the system board. That won't remove the password from the drive, though. If you don't need the data on the drive, the less expensive option is to then replace the drive with a new one.
DO NOT connect another drive to the system until the EEPROM password is cleared or the new drive will inherit the presumably unknown password.
If you do need the data from the drive, you will need to contact a data recovery service to have the drive unlocked.
