Can't install Vista

Hey, I've tried searching for the last 30 minutes and haven't found a solution to my problem. I received my new Inspiron 1720 on Wednesday, and was having really sluggish performance so I decided to reformat. I put in my Vista Home Premium reinstallation DVD and rebooted, and formatted the hard drive in the setup menu but the install always gets stuck on either Completing Installation, or it goes past that to a black screen with the mouse cursor still showing. If I try to restart the machine at the black screen, Windows will not boot and it just shows the loading bar infinitely. I tried re-seating both RAM sticks and re-seating the Hard Drive, also there are no external devices or anything plugged into the machine except the power cable. If anyone could help me I'd greatly appreciate it, this is driving me up the wall and like I said I only got this machine on Wednesday so this is quite upsetting. When Windows was on originally, I had really long load times, a lot of "stutter" in games, no errors or anything like that so I am thinking it's a faulty hard drive possibly. Also just on the desktop, everything was slow to load up but I thought this was due to the amount of bloatware and such, this is why I decided to reformat in the first place. Thanks in advance to anyone who can help me. Cheers.

    Hi
Did you set the machine to boot from a CD/DVD before you tried to reformat

Yeah I did. I have fixed it though, I tried each RAM stick on it's own and I have no more freezing or problems anymore.

Please detail what happened when you tried each RAM module alone. Are both good or what? You said earlier you tried reseating the RAM.

I have the same problem. I cannot install anything, not even VISTA from another disk. Tech support cannot understand this. I have repartitioned, reformatted, and run diagnostic checks. ( hold Fn while starting the computer and choose "diagnostic checks.) Tests on everything passes, even the hard drive and DVD drive. The computer is dead. I just bought it in October.  It is an inspiron 1720 formerly with Vista Home Premium, 1.8 ghz cpu, and 2 gb memory.

I found the solution.  Enter the BIOS and choose Flash Cache Module. Select "Off."  Then choose SATA Operation.  Select ATA.  The default setting is AHCI.
A message will tell you that you must reinstall the operating system. Great!
Upon restart, hold the F12 key and go from there to reinstall the operating system from the DVD.  It takes about a half hour, and you will still see the white arrow on the black background, but the operating system is configuring itself all the while. The OS will install and then you will have to install your drivers at that point. What I haven't figured out yet is if those BIOS settings must be restored to their default values. I found this out by accident when in desperation, I tried to install Windows XP pro.  It couldn't install because it couldn't find any hard drive connected to the computer. So, I knew it had to be some errant BIOS setting.
