lost Control Panel

I had a program that tried to download onto my computer and it appeared to make it so I can no longer find the control panel. It was replaced by "Set Program Access and Defaults" but it will not allow me access.  My operating system is XP.  How do I regain control?

    Its a automated tool that recovers the policies put in place.
     
    This is most likely caused by a virus so i suggest running a scan with your anti-virus and antispyware programs. If you dont the issue will come right back.
