Your email messages are stored in *.dbx files at C:\Windows\Application Data\Identities\{...alphanumerics...}\Microsoft\Outlook Express. You should copy that entire folder to removable media, as you will not be able to import it unless all the files are in the same folder (including folders.dbx). That will save all message and their attachments.
Someone else will have to help with the attachments from newsgroup postings.
I had backed up my .dbx files in a single folder as you recommended.
My file system became corrupted, and I had to re-install Win98.
I had lost all my original OE files. So when I had Win98 re-installed, I copied the backup .dbx files into the Outlook Express folder. However, Outlook Express will recognize only the few .dbx files which were the default in the re-installation, e.g., Inbox, Sent Files, Drafts, etc. How can I get it to recognize the other .dbx files?
