Problems with SAFEMODE

Problem occurred  in attempting to remove a low risk trojan.  Here follows what happened:
  1. Virus scan reported the low risk Downloader.MisleadApp trojan
  2. Automatically linked to Norton/Symantec web page showing instructions for removal
  3. of which one instruction was to restart the computer in safe mode by running MSCONFIG and checking the /SAFEBOOT option in BOOT.INI
  4. Rebooting in safe mode failed - computer hangs
  5. attempt to REPAIR XP from Dell Recovery CD failed because machine in safe mode
  6. attempt to RE-INSTALL XP from Dell Recovery CD failed because machine in safe mode
  7. Boot from CD-ROM works (Windows 98 I think!) but "Windows Setup" re-started only to fail because machine in safe mode
There is data on the C: drive which has not been backed up!
Can anybody suggest a way forward?
Configuration details:
Dell Dimension 2400 (Celeron processor)
RAM = 2048Mb
IDE Hard Drive 60Gb
CD RW (D:)
DVD RW (E:)
NO FLOPPY (USB Floppy available)
Windows XP Home (was SP03) (Dell recovery CD = SP02)
Symantec Norton Firewall & Virus Scanner (obviously only partially effective!)

After you back up your data, go here for instructions on how to Use the Dell™ PC Restore by Symantec Utility to Restore the Operating System to the Original Factory Condition:

Remove the hard drive from this computer and mount it in an external enclosure. Attach it by USB cable to a working computer and copy all your data from this disk to the hard drive of the working computer.  Make sure you don't copy any infected files to the backup since that will result in you getting the virus again after you restore the backup.
