You should have made Recovery Media in advance before installing Windows 10... With Windows 7 reaching End of mainstream support for over a year. Dell have pretty much stopped OS Media Requests for Windows 7 OEM now embracing Microsoft's Windows 10 digital distribution.
If you had Windows 10 installed and activated the hardware profile of your system is registered and stored with a Microsoft Product Activation Server. Your system is a Windows 10 Device. You may clean install Windows 10 and it'll reactivate automatically when online.

There are no free keys. Only a Dell install DVD will work.
Rubbed off key means you have to buy a new copy of windows or use a DELL DVD of the same version Starter Home Pro Ultimate for your Dell.
