Reformatting Key issue

I recently reformated my Inspiron 1100 however once the install was completed I received a message to activate my windows. I used the Windows XP COA Key thats on the bottom of my laptop and it keeps rejecting it. Why would it reject the key if its the one that came with this laptop?

    did you use the Dell CD to reinstall? it should not ask you to activate.
    if you tried everything and nothing works you need to call Microsoft.
