Yes it was a "Dirty" install. The Dell restore feature in your link to won't start up, I guess re installing XP has changed something. If it helps, the sttray.exe error message only started after I had reloaded the SigmaTel audio driver to get the sound card working again.
I would go to add/remove programs and see if the sigmatel driver software is listed, if it is, uninstall it, then reboot and re-install the latest version for XP from Dell, reboot again.

Sounds like you did a dirty install of XP instead of a clean install.
Dirty = Install XP overtop the old installation
Clean = Delete C partition during setup and then create new C partition to install XP on.
Did you install from a XP CD?
