Vista windows "flashing"

Im unsure of the cause of this problem, but recently, my windows have started flashing. It's like they're switching themselves to another window, and back in the blink of an eye. I've tried virus scans and system restore and nothings changed.. no virus found. Whats wrong?

    Im on an XPS420 desktop.
    However, it isnt the entire screen flashing, its only the actual windows.. I tried to show what it does in a video: http://uk.youtube.com/watch?v=tm7Ptc60C_8
    I don't have another monitor to connect either way..

    Tom,

    The last time I saw a problem of this nature, the problem was a flat panel monitor with a defective inverter component.  Are you using a laptop or desktop.  If you're using a laptop, connect an external monitor.  If the screen flashes, then you may have a problem in Windows, the video card driver, or in the video circuitry.

    If you are using a desktop, connect a different monitor.  Once again, if the screen flashes, then you may have a problem in Windows, the video card driver, or in the video circuitry.

    Let us know what you find.
