Windows error recovery

I'm stuck in booting it is saying "windows failed to start. A recent hardware or software change might be the cause" and to fix the problem. Its says " insert your windows installation disc and restart your computer " but I don't have the installation disc, what can I do?

    You can prepare Windows boot media with the MS Media Creation tool.

    @ejn63​  now I'm struggling because is it because I use Windows 7 pro? Or must I use another desktop computer to download?

    There is no longer support for Windows 7 security wise -- nor any from Microsoft.  If you must have a copy of it for whatever reason, there are still sources, but neither Dell nor Microsoft will be among them.

    Look on Ebay for someone selling a Dell windows 7 install disc.
