Windows XP doesn't recognize Product ID

My mother had hard drive issues and the hard drive had to be replaced. Windows XP doesn't recognize her Product ID, and it won't activate? What do I do?

"I then decided to use my WinXP cd (a bought version for another computer) Windows XP Home and use the license included with the computer (the one attached underneath). Is that not allowed or possible?"

No.  You are trying to authenticate 1-version of Windows with a license key from another version.

The tag under your Inspiron is for the Dell OEM edition of Windows XP Home.  Microsoft will not allow on-line activation of an OEM product code, but may allow activation by phone.  You will have to call and explain to the Microsoft representative what has happened.

Dell Inspiron 1000. It was mine previously, but had passed to my mom after I got a new one. When we ordered the laptop, we did not receive a separate Windows CD from Dell, the only means of backup was the CTRL-F11 on startup. I then decided to use my WinXP cd (a bought version for another computer) Windows XP Home and use the license included with the computer (the one attached underneath). Is that not allowed or possible?

You might want to make the call.  If Microsoft agrees to activate, the representative is going to read about eight groups of five characters each to whomever makes the call, all of which will need to be written very carefully.  The easiest way to get the number is to tell Windows you want to activate by telephone when it requests you to activate.

    Good luck!

Oh, and thank you for the help. I really didn't know that.

Assuming that the product you are trying to install Windows on is a Dell, and that the Windows disk is a Dell supplied copy of Windows XP, there should have been no need to activate.  A bit more detail of how you tried to install Windows would be helpful, as well as some detail on the computer you are using.
