Autorepair loop

Hello! I have an XPS desktop running windows 10 that has run into some problems. At the beginning, I could boot into windows 10 just fine, but couldn't access the start menu. I assumed something was frozen and restart the computer, but after that, my computer booted to the Dell screen and started diagnosing the computer, only for it to fall into an autorepair loop. Sometimes when I turn it on, it will diagnose then attempt to fix, then loop around into 'preparing autorepair'. Sometimes it goes straight to autorepair then to a black screen. 

I have found no solutions to this problem because they all recommend using Windows to fix the issue, but the problem is is that I can't boot into windows at all. There is no windows 10 to use for this. It seems like it essentially doesn't exist and none of the solutions I've found have worked (hard rebooting, trying to access safe mode which I can't access at all, etc.). I'm assuming the OS itself is corrupted somehow, but I haven't been able to fix it because, like I said, windows itself is inaccessible.

Please help. I don't know what to do and my computer is essentially inaccessible at this point. Please don't recommend anything like 'safe mode' via windows 10, because that does not appear to be an option for me.

    Always include the exact PC model and version (build) of Windows in your posts. Saying "XPS" doesn't tell us enough.

    You'll need to download the Win 10 ISO file from Microsoft (free) and follow the instructions on that page to create a bootable USB stick that's at least 16 GB. (If it's less than 16 GB, there won't be enough space for the files.)

    Connect that stick to the PC first and then power on. Immediately press F12 and look for the option to boot from USB. Once booted from the stick, follow the options to repair Win 10. Be careful and read all the prompts because you only want to do a repair. Otherwise, you could lose your apps and personal files.
