Installing BIOS through BIOS_BIN -q, sometimes BIOS upgrade requires reboot. without rebooting if I try to install BIOS (doing again BIOS_BIN -q). does it cause any issue?

Windows OS should not allow you install it twice. If tried, it should ask you to restart the PC.

The actual BIOS update is OS ambivalent because it happens before any OS boot.
