After doing so, I followed the instructions and rebooted my PC to the Flash Drive and instead of taking me to install the new Bios the PC simply loads Windows instead.

If you press F12 on boot, and FreeDOS doesn't load from the (Rufus made) flash-drive to a FreeDOS command-prompt ... then something is already wrong with your process up to this point.

Similar problems updating BIOS on an Alienware X11 (R1) from A11 to A14 running Windows 10 Home with an Intel i7-3770.  I followed instructions from Dell website 

First, these instructions (Method 1) didn't work for me: (twice)

Run the BIOS update utility from Windows environment
1. Browse to the location where you downloaded the file and double-click the new file.
2. Windows System will auto restart and update BIOS while system startup screen.
3. After BIOS update finished, system will auto reboot to take effect.

Result: After reboot, BIOS remains at A11 as shown both in BIOS settings and msinfo32

Second, since I'm in UEFI boot mode with Legacy Option disabled, I tried this:

Run the BIOS update utility from DOS environment, if UEFI Boot mode with Load Legacy Option disabled (Non-Windows users)
1. Copy the downloaded file to a bootable DOS USB key. [Made using RUFUS v2.18]
2. Power on the system, then go to BIOS Setup by pressing F2 and go to Boot > Boot List Option.
3. Change UEFI to Legacy of Boot List Option. [Ignored warnings from system - I won't do that again]
4. Go to Exit > Exit Save Changes and reboot system.
5. Press F12, then Select USB Storage Device and Boot to DOS prompt. [OK]
6. Run the file by typing copied file name where the executable is located. [worked great]
7. DOS System will auto restart and update BIOS while system startup screen. [didn't actually see this]
8. After BIOS update finished, system will auto reboot. [FAILED TO REBOOT HERE]
9. Go to BIOS Setup by pressing pressing F2 and go to Boot > Boot List Option. [Tried this anyway]
10. Change Legacy to UEFI Boot Option. [ and tried this ]
11. Go to Exit > Exit Save Changes and reboot system. [FAILED to boot in UEFI mode, too]

Results: BIOS updated to A14, but Windows was (evidently) unbootable.

Also, I tried instructions from DELL here , titled "System does not startup after a BIOS update" but I have no Fn button.

I happen to have a UBUNTU ISO handy, which detected NO other OS's on the disk. You're right, I shouldn't have ignored the warnings not to change UEFI to Legacy, but Method 1 didn't work so how else would I boot the USB? Thanks for any enlightenment.
