bluetooth on LATITUDE E6400

Mine is a windows 7 and the light is on for bluetooth but when I try to connect something like a wireless mouse and it won't show up any bluetooth settings and on the internet said to find a button labeled B and my keyboard does not have it. The only keys I have in the Fn bare is F1 Sleep, F2 charging battery( turns on and off the charging light), F3 a blank battery, F4 has a lock with 9(number lock), F5 has scroll lock, F6 has nothing, F7 DCP, F8 has screen settings, F9 had nothing, F10 SysRq, F11 has Prnt Scrn, and F12 is Pause. So how do I connect things to it via bluetooth. Oh, the mouse does not have a USB adapter for it.

    Make sure you have driver installed.

    It is on the light would not be on if it was off and I would not even be on it right now if it was off. So what driver needs to be installed and why do I need it. I thought it would be a stock thing that the computer would have. Sorry for my typing I just want it to work as fast as possible.
