When did the issue start??

You can try updating the video drivers and remove any screensavers if set by right clicking on the desktop and personalisation option.

Hi,

         Sorry, i was out of town.    I want to thank you for answering 
my request for help, unfortunately I can't do what you request.     Let 
me try to do a better job of explaining what is happening.    When i got 
my computer it came with what i called a "Rainbow Screen".    Actually 
it is a picture on a screen for which I don't know the name and that is 
the problem.     There is a control panel that allows you to control the 
picture you use on this screen.    Dell used the "rainbow Picture" and 
that's how I got it.    Now, why I can't send you the picture you 
requested is.........  When I turn on the computer after it says, 
'STARTING WINDOWS" , it's the first screen to come up and you have to 
click on it to get to the password screen and when I click on it ,  it's 
lost.    What I need is the name of the control panel that controls that 
screen.    I have searched "Start Up" and don't see anything related.   
I have searched the control panel display screens and I know it's not  - 
- Background, desktop, theme, screen saver, wallpaper, Welcome, Boot Up 
Screen.   Any suggestions ?

If its on windows 7, then it will be a little complicated as the changes needs to be done in registry.
